LIBRARY GUIDELINES
The Regional Library in Žilina is issuing these Library and Loan Guidelines in accordance with the Charter of Incorporation and its later appendices, issued by the Žilina Regional Office under the number KÚ 97/00224 from 01. 01. 1997.
Article I – General Regulations, Definition of Basic Concepts
1.1 The Regional Library in Žilina (hereinafter “the library”) is a cultural, informational, and educational institution established by the Žilina Self-governing Region.
1.2 The library functions as a regional library for the Žilina Region, district library for Žilina and Bytča districts, and a public city library for the city of Žilina.
1.3 The library offers library and information services and acts as a coordinative, educational, statistical, methodical, bibliographical, and informational centrum for libraries in its regional jurisdiction. It organizes cultural and educational events for the public, and both school and interest groups.
1.4 The library collection and library facilities are the property of the Žilina Self-governing Region. They were entrusted to the library in order to fulfill its mission and subject of activity. Each user of library services is obligated to protect and forbidden from damaging the property.
1.5 The Library Guidelines are valid for all library users. By signing the registration application, the user confirms to being informed about and agreeing to the Guidelines’ conditions.
Article II – Roles of the Library
2.1 The library provides free access to information transmitted by all types of carriers, helps satisfy cultural, informational, scientific-research, and educational needs of its users, and supports their lifelong education and spiritual development.
2.2 The library fulfills its missions by providing library and information services via its own library collections and providing external informational resources.
2.3 The library collection consists of:
- primary collection: books, periodicals (newspapers and magazines), audio documents (gramophone records, audio books for people with medical impairments, CDs), CD ROM, maps, board games and toys, tactile books, special regional documents, editorial materials published by the library,
- secondary collection: online catalogue, card files, bibliographies.
Article III – Library Services
3.1 Library and information services providing is a legally binding agreement between the library and its user. The library provides services in accordance with the Constitution of Slovak Republic and UNESCO Public Library Manifesto. It adheres to the principle of equal library services providing to all interested parties regardless of gender, age, race, nationality, religion, political orientation, language, or social status.
3.2 Basic library and information services (provided to registered users without charge):
- on-site loans of library documents (library premises use only),
- off-site loans of library documents (outside of library premises),
- oral factual and bibliographic information.
- A library document is a unit of the library collection regardless of its contents or the type of the information carrier. The carrier of information is a solid substrate which is used to record and transfer information.
3.3 Special library and information services (provided to registered users for a fee):
- interlibrary loan service,
- international interlibrary loan service,
- external information sources access (internet access including Wi-Fi connection),
- document reservation,
- document hold-off,
- document copying and scanning,
- e-book access,
- textual bibliographical information and literature search providing,
- factual information, electronic reference services providing,
- computer access – internet, editor of text, printing, scanning,
- club and educational activities.
3.4 The right to use library services has:
- a registered user who is a holder of a valid library card (the library card is issued for 365 days, once it expires, a re-registration is needed),
- a single-day registered user based on a payment and presenting their identity card. The user can utilize all library services excluding off-site loans, literature search services, and interlibrary loan services.
3.5 Citizens may participate in public events that are organized by the library or a third party regardless of being registered library users. They must obey library rules while participating.
3.6 Participants of club events (including adults accompanying children) must be registered library users.
Article IV – Library Services Users. Basic rights and obligations of users. Library membership
4.1 Library member can be:
- natural person – individual user:
- child younger than 15 with an agreement from their legal guardian, who agrees to the membership and to adopting legal liability by signing the user application,
- every citizen of SR above 15. They confirm their identity by presenting their identity card at registration. To claim a discount, a relevant document must be presented,
- citizen of a different country. On-site membership can be obtained after displaying applicant’s identity card. After proving to have a temporary residence in SR, they may use off-site loan services. An exception can be made by the library director or an authorized representative,
- person seeking asylum. The library card for off-site loans is provided to a person with a temporary residence in SR. A person who does not have a confirmed temporary residence may utilize the on-site loan services of the library, given they provide a tolerated residence document labeled “TEMPORARY PROTECTION”,
- unless a natural person, or their legal guardian, provides mandatory personal information needed for their identification (first and last name, date and place of birth, address of permanent or temporary residence, ID type and number), they cannot enter a legally binding agreement necessary for service providing,
- legal person (institution, organization, etc.) – collective user: the application is signed by a legal representative and provided by the organization stamp. The collective user card can be used only after presenting the identity card of the specific employee who oversees their company’s contact with the library. Legal person registered like so becomes the bearer of user rights and obligations,
- pre-registration– a citizen can pre-register via an online catalogue in case they are not yet a registered user. They can utilize library services after visiting the library in person and signing the user application.
4.2 Specific categories of users:
- the library director has the right to grand an honorary membership to significant people from Žilina, Žilina Region, Slovak Republic, or people who have contributed to the library development. Honorary membership is free,
- former library employees who worked for the library for at least 5 years and terminated their contract to retire are given a lifelong free membership,
- family members (spouses, parents with children under 15 years old) can use a family card with a discounted registration fee. The family card is given to all affected family members on the same day and is valid for 365 days. Other family members can request a family card after this expiration period. Registration fee discounts cannot be combined.
4.3 Library card is non-transferable (this regulation is valid also within family), card holder is responsible for its possible misuse. A library employee has a right to request the user’s identity card. They have the right to hold off a library card that has been misused by another person. Given a serious reason, a librarian may allow loan of a document based on the user’s written power of attorney with their name, address, number of ID, and signature of the card holder. This applies to family members as well.
4.4 Upon payment (registration and other services), the user is obligated to check their change immediately after making the payment. The library does not accept later complains. The library is not responsible for financial discrepancies outside of the loan desk. The library does not return paid fees except for the day when the payment was made.
4.5 The library card holder is obligated to report their losses immediately to the library. Fee is required for the production of a card duplicate (see the valid price list). The user is also obligated to report the change of their surname of their address 30 days after the fact at the latest. Every change must be proven with a relevant document. If the library must find out changed information on its own, the user pays the costs associated with the process.
4.6 The library card holder may use the digital version of their card based on their given agreement to their personal data processing. Digital card fully replaces its paper form. A download link will be sent to the user in 24 hours after registration to their e-mail address.
4.7 User’s registration expires by:
- cancelling their registration,
b. not renewing their registration, - cancelling registration due to violation of the Library and Loan Guidelines (damage or theft of library documents, inappropriate behavior bothersome to the library visitors or employees).
4.8 The library does not return registration fees (except for the day of registration).
4.9 Obligations of library users:
- familiarize themselves and obey the Library and Loan Guidelines, as well as instructions from the library employees,
- present the library staff with a library card upon arrival, or pay the fee of the single-day user,
- comply with the library’s safety measures,
- keep silence, peace, and cleanliness on all library premises, have discipline, restrain from damaging library facilities,
- obey bans on smoking, loud phone-calling, bringing in bicycles or animals, wearing rollerblades, consuming food and alcohol on library premises,
- supervise their own personal belongings; store them in designated places only,
- given a user violates these regulations, they can be temporarily or permanently deprived of the right to use library services,
- the library does not loan documents to users suffering from a contagious disease or users who share a living space with someone suffering from a contagious disease.
4.10 The library will not service people who clearly show signs of having used intoxicating substances.
4.11 The right to visit the library and use its services can be taken away from a user due to hygienic reasons, e.g., extremely dirty clothes and smell which restrict other users.
4.12 Library users and visitors may move on premises that are accessible to the public. They are not allowed to step into warehouses and office spaces.
4.13 Parent or a legal guardian is responsible for a child younger than 15 visiting the library. Children under 6 must be always accompanied by a chaperone on library premises. During any organized activities on library premises, the child’s chaperone (pedagogical worker, etc.) is responsible for them. In special cases, a library employee can assume responsibility based on the written permission of the legal guardian.
4.14 The user has a right to make suggestions and comments regarding the library work. They may consult them with the staff, heads of departments, and statutory representative of the library. “Book of Your Comments and Suggestions for Our Work” is situated next to the loan desk on the ground floor. Users may file complaints in accordance with Act no. 152/1998 of Slovak Parliament.
4.15 In the library, it is not permitted to organize public collections, polls, sale of goods and services, place advertisements, or make video recordings without the permission of the director or a senior employee.
4.16 In the event of a fire on library premises, visitors are obligated to respect the fire alarm instructions and library employees.
Article V – Privacy Policy
5.1 Personal data processing is carried out in accordance with valid legislative documents of SR and EU – Act no. 18/2018 on Personal Data Protection and Amending and Supplementing Certain Acts, and Regulation (EU) 2016/679 of European Parliament and of the Council.
5.2 Legislative framework for personal data processing is Act no. 126/2015 about Libraries which determines the extent of personal data processing in § 18 Library Rights. By signing a registration application, a contractual relationship originates between the user and the library in accordance with Act no. 40/1965 Civil Code.
5.3 Mandatory information a user is to provide at registration is: name and surname, permanent residence, date of birth, type and number of an identity card (with the exception of minors), educational attainment. Optional information: degree title, contact address, e-mail, phone number, information for obtaining a discount (pupil, high school student, university student, unemployed person, woman on parental leave, retiree, war veteran, Severe Medical Impairment (ZŤP) card holder, retiree with impairments, University of the third age, etc.).
5.4 Mandatory information a legal guardian is to provide: first and last name, address. Optional information serves for effective communication between the library and the user.
5.5 After expiration of registration, settlement of liabilities, and fulfillment of the purpose of statistical reporting given by the law, personal data are liquidated. It is done either 365 days after expiration of registration at the latest or sooner if the user requests so in written form. Liquidation is carried out by:
- shredding the registration application and other physical documents,
- making personal data in the computer database anonymous.
- Data are further used only for statistical purposes without any ties to a specific user.
5.6 The user has the right to request the statement of their processed personal data. In case of any doubts about processing and storing their personal data, they can request an explanation, or a correction of the detected state (by correction, addition, restriction of processing, or liquidation of the personal data). They can do so personally or in written form. Given they have no indebtedness to the library, and they request so in written form, the library will liquidate all personal data of the user immediately after the request approval.
5.7 The library sends out information about its activities and events only on the basis of an agreement which one can grant (or withdraw) in person, via a phone call to 041/7233090, or via an e-mail to kniznica@krajskakniznicazilina.sk. During selected cultural and educational events, the library creates photo documentation for documentation and archival purposes with the aim to positively promote the library. Given a participant does not want to be in the documentation materials, they are to notify a librarian before the start of the event.
5.8 Only the employees who need it for executing their work have access to personal information. They are obligated to maintain confidentiality about the information even after the termination of their employment.
LOAN GUIDELINES
Article VI – Content Specification of Loan Guidelines
Loan Guidelines in accordance with the Civil Code regulate relations between the library and users of its services. They specify conditions and means of loaning various types of documents, the loan period, fees for services (defined in the price list), and sanctions for non-compliance with the loan regulations.
Article VII – Principles of Library Documents Loaning
7.1 By loaning library documents that are labeled as library property, or documents from other organizations that are temporarily deposited and provided by the Regional Library in Žilina, a contractual relationship forms between the library and its user in accordance with Civil Code regulations: § 659 et seq. – loan agreement, § 663 et seq. – lease agreement, § 421 et seq. – damage liability, § 544 et seq. – contractual penalty, § 546, § 547 about guarantee.
7.2 The library decides on making documents available in accordance with its mission, tasks, and requirements for the protection of its collection.
7.3 Children’s card can only be used for loans of documents from the children and youth section. An exception may be made by a librarian.
7.4 Library documents are loaned:
- on-site– during loan time on library premises, or the summer reading room,
- off-site– outside of library premises.
The library makes archived library documents available at the user’s request within 3 working days. If work traffic permits, the document can be made available pending.
7.5 The user may loan library documents off-site with the exception of library documents belonging to the study room, reference libraries, audio documents (except for audio books for people with medical impairments), audiovisual documents, CD ROMs, chosen scientific periodicals, and current periodicals. Older issues of newspapers and magazines can be loaned off-site for 2 weeks except for archived documents. Exceptions are made by the head of library and information services.
7.6 Special audio documents can only be loaned to registered citizens with medical impairments who require use of such documents. Documents are loaned after presenting their valid identity card and one of the following documents:
- Severe Medical Impairment cards (ZŤP, ZŤP-S),
- member card of a civil association of the blind and visually impaired.
The user is obligated to return the document in the same state as they received it and report any possible defects. If they do not do so, they are responsible for all later found defects and are bound to pay fees connected to the repair of said document. The loan period of audio books is one month.
7.7 Special documents (CD, DVD) that are a part of printed documents are available to loan only on-site in accordance with Act no. 185/2015 Copyright Act. The library loans board games following the rules mentioned in Article XV.
7.8 The library has the right to regulate the number of off-site loans. A user may have up to 15 book and 15 non-book documents at one time. Given high total value of loaned library documents, a library employee may request the user’s identity card. Registered institutions may have 30 library documents at one time; an exception can be made by the head of employees. Public libraries may have up to 100 documents.
7.9 The user is responsible for loaned library documents. They are obligated to return them in the same state they received them. At check-out, they must examine the documents and report any defects. If they do not do so, they are responsible for all later found defects.
7.10 The user confirms their loans by signing a loan receipt. They will be sent an electronic confirmation with their current loans with their return dates if they provided their e-mail address. This confirmation can also be printed out.
7.11 The user may also return their loaned documents by the postal service. Documents must be thoroughly wrapped and sent as recommended or insured mail. The user is responsible for the documents until the library receives them.
7.12 It is prohibited to take documents outside of the library premises unless they are properly loaned and checked to the user’s account.
7.13 Based on the contractual relationship and a 30 € safety deposit, the library loans e-readers and MP3 players for one month. If the devices are not returned on time, the library charges 0,20 € every business day the return is delayed.
7.14 The user who provided their email address can use e-books provided by Palmknihy.cz. To do so, they must have valid library registration, and register on http://www.palmknihy.cz with the same email they provided to the library. A user may have 5 loaned documents a month; the loan period is 30 days. The library charges for this service in accordance with the valid price list. After requesting an e-book, the user must pay the mandatory fee.
Article VIII – Loan Period of Library Documents
8.1 The loan period for each book is 30 days. The loan period applies to each book separately.
The loan period of new and/or highly requested books is 14 days which is indicated on the cover of the document and highlighted by a librarian when loaning these books. The same applies to highly requested extracurricular literature and publications with limited number of copies. The shortened loan period can be extended only once.
The head of the respective department may shorten the loan period at discretion. The user is always notified about the length of a loan when checking out books.
The loan period of periodicals is 2 weeks.
8.2 Documents from the study room’s collection can be loaned for up to 1 week with a librarian’s approval. This loan period can be extended once. Loan period can be extended before it expires. This can be done either in person or by phone by stating one’s name, date of birth, and the title of the document they wish to extend. It can also be done electronically by signing into their electronic library account by typing their library card’s barcode number and their PIN code. The entry PIN is created from the date of birth of a registered user in this form: YYMMDD. The user can change the PIN after their first sign in.
8.3 The maximal loan period of a book is 90 days. It cannot be extended if:
- another user made a reservation,
- the user’s registration expires within a month or has already expired.
8.4 If a user exceeds the loan period, the library charges them for not adhering to it in accordance with the Civil Code’s § 544 (see the valid price list).
8.5 Advance notices, notices, fines
- if a user provides their e-mail address to the library, they will be sent a free message notifying them about the approaching end of their loan period – advance notice,
- after exceeding the loan period, a fine for each document and each exceeded day will be generated in accordance with the price list,
- 60 and 90 days after the loan of a document, the library sends the user a notice in written form, electronic form, or calls them. 150 days after the loan of a document, the library sends the user a written director’s notice whose sum is added to the total price of the fine,
- the user is fully responsible for the return of loaned documents regardless of the notices’ delivery. The library is not responsible for possible non-delivery of the written notice or email because of technical issues, malfunction of the user’s email inbox, or technical issues from its administrator, etc.,
- if the user does not pay the amount owed (see the valid price list), they will be prohibited from loaning documents until they settle all debts they owe to the library. The user is obligated to settle their debt at their next library visit at the latest.
8.6 Library documents which are currently loaned can be reserved to individual users in the order they requested the reservation in. it is not possible to make a reservation of documents which are not loaned and are available. The library will notify the user about the return of the reserved library document in written or electronic form, or by phone. The user is obligated to pick up said document 5 days after the notification was sent at the latest. If they do not do so, the library document will be loaned to another user. After picking up the document, the user is to pay the reservation fee (see the valid price list). In case of not picking up the reserved document, the fee becomes debt the user owes the library. The user can request a reservation in the library, or they can make the reservation via the online catalogue.
8.7 The user can make an online reservation via the library’s online catalogue http://katalog.krajskakniznicazilina.sk/Carmen/. The order which the user made the reservation in is listed in the reserved document’s record. If the same document is requested by more users, the automatized system sets the order based on the date and time of the reservation. If the user does not need the document anymore, they are to notify the library about it, or cancel the reservation. The library charges for reservations in accordance with the valid price list.
8.8 If a user is interested in a document that is not loaned, they can request a hold-off of that document either by phone or via the online catalogue. They can pick up the document 5 days at the latest after getting a notification about the document hold-off by phone or email. The library charges for this service in accordance with the valid price list.
8.9 Given the requested document is not a part of the collection, the library can mediate its loan through the interlibrary loan service (ILS) from another library in SR or through the international interlibrary service (IILS) from a library in another country.
- Applicant provides information about the document in an ILS request form and pays a handling fee (see the valid price list). If the user orders a book and does not pick it up, the fee they would have paid for the service becomes debt they owe the library.
- In case of exceeding the loan period, the user is to pay penalty fees in accordance with the valid price list of both the Regional Library in Žilina and the library which owns the loaned document.
- The loaned document is kept in the library for 7 calendar days after sending a notification about its availability unless the user requests other date.
- By signing the loan receipt, the user takes over responsibility for the loaned ILS document, its loss, damage, etc. The user is obligated to pay the fees connected to the document’s damage or loss. If the user does not do so, the library has the right to block them from using all services until they settle the debts owed to the library, or permanently.
- The library offers up to 5 book documents from collections of other libraries via the ILS at one time.
- If requested, the library can loan a document from its collection to a different library’s user. The request must be made by the respective library, which will become responsible for the document. A copy of a periodical’s article can be sent to another library upon request.
8.10 The user is obligated to notify the library about damaging or losing a library document. The library can request a refund from the user in accordance with the Civil Code in the following manner:
- by replacing the document with an identical copy, or a newer copy after the approval of the library acquisition committee,
- by financial compensation in accordance with the valid price list.
8.11 Until the compensation method is resolved, the library has the right to prohibit the user from using all services.
8.12 The user may also pay for provided services via bank transfer to the library’s bank account (IBAN: SK20 8180 0000 0070 0048 1379). They are to write their name and what they are paying for in the message for recipient.
8.13 The change of the price list of library and information services and penalty fees becomes valid on the day of its update.
Article IX – Principles of Bibliobox Use
9.1 The bibliobox serves for returning books 24 hours a day.
9.2 The user will not receive confirmation of the return of the book; its return is based on trust between the library and the user. Given the user has provided their email address, the library will notify them about writing off the documents from their account immediately after doing so.
9.3 The library commits itself to writing off the user’s books from their account during the nearest business day.
9.4 The user must check their account within 48 hours by person, phone, or electronically, and file a complaint in case of any discrepancies.
9.5 If the system generates any penalty fees, the user must pay them at their next library visit.
9.6 Loans that are not returned are not automatically extended.
9.7 It is not possible to return the following via the bibliobox:
- documents loaned via the ILS,
- other types of documents that are not books (CD, AV, periodicals, board games)
- documents from other libraries,
- documents which are ordered to be returned by court and the director’s notice,
- oversized books.
9.8 The bibliobox is not intended for books which the user wishes to gift to the library.
9.9 Documents are to be put into the bibliobox in such manner that would not damage them.
9.10 If the bibliobox is full and there is a risk of theft, one is forbidden from using the bibliobox.
9.11 The library is not responsible for any discrepancies connected to books returned via the bibliobox.
Article X – Fees for Library and Information Services
10.1 Basic library and information services are provided without charge.
10.2 Special library and information services are provided for a fee (see the valid price list).
Article XI – Principles of Service Providing in the Reading and Study Rooms
11.1 Only users with a valid library card or single-day users may use the reading and study rooms’ services. Study rooms offer only on-site loans.
11.2 The user may use all issues of periodicals on-site. Newspapers (older than 1 day), weekly magazines (older than 2 weeks) and monthly magazines (older than a month), with the exception of scientific periodicals, may be loaned off-site. The loan period is 2 weeks. Given the user exceeds the loan period, they must pay a penalty fee in accordance with the valid price list. A user can have up to 15 periodicals. The library reserves the right to make an exception to off-site loans of periodicals.
11.3 The user may loan up to 2 copies of periodicals at one time on-site. Given there is a big number of visitors in the study room, only one periodical can be loaned. The number of books is not restricted.
11.4 It is forbidden to disrupt library visitors and employees with loud phone and computer use in study rooms and spaces where library and information services are being provided.
11.5 The use of cameras, video cameras, and scanners is permitted with the approval of an employee in accordance with the applicable copyright law.
11.6 It is not possible to provide those electronic attachments of printed documents which could damage the computer operation system (CD, DVD). An exception can be made by the head of the services.
11.7 The user is responsible for damages they inflict upon the library inventory, technology, and documents and are obligated to reimburse the library for the damages.
11.8 To use on-site services of the study room, single-day registration is sufficient.
Article XII – Principles of Service Providing in Internet Study Room and Computer Stations Using
12.1 Only users with a valid library card or single-day users may use the internet study room services, internet connection, and other services connected to using public computers. The library charges for this service in accordance with the valid price list.
12.2 A library employee checks the starting time of computer use before every user’s connection to the internet. The library employee notes the period of every computer use which is crucial for determining the fee amount. Given the user uses their own computer, they only pay for document printing.
12.3 The user of this service must have the basic knowledge of the Windows operating system. Users are not allowed to interfere with the operating system of a computer. They may only use computer disk’s directories which serve this purpose.
12.4 It is prohibited to browse pages with pornographic, racist, or violence propagating content and download documents in conflict with the copyright law. It is prohibited to disrupt other users by browsing pages with loud commentary and music without headphone use.
12.5 In case the user needs to use their own portable media (CD, DVD, USB), they are to notify an employee about it, so they can test them with an antivirus program.
12.6 Children younger than 15 may use the internet study services based on their parent’s written agreement on the user application. The parent thereby takes responsibility for possible damage of the technical equipment. The internet serves educational purposes for children, they cannot play games, chat, or download documents in conflict with the copyright law.
12.7 The user is responsible for damages which they inflict upon the library’s technical equipment. They must also pay for damaged or useless documents which they printed out by unprofessional printer manipulation.
12.8 It is forbidden to consume food in the internet study, especially while using computers.
12.9 Consulting services which are provided to a visitor by a librarian are restricted to 10 minutes. The content of these services is basic guidance of the user; text writing, personal information searching and other document managing are not part of them.
12.10 The library provides Wi-Fi connection to its users which they can use on all public library premises. The Wi-Fi password is provided by the library staff.
Article XIII – Principles of Service Providing in Literary Park and Summer Reading Room
13.1 Only users with a valid library card or single-day users may use the Literary Park and summer reading room services. Participants of public events are an exception.
13.2 The Literary Park and summer reading room can be entered only through the main entrance. The user is obligated to hand over their valid library card at the central loan desk before entering the Literary Park and the summer reading room.
13.3 Users are to obey the Library and Loan Guidelines in the Literary Park and summer reading room. Users register loaned periodicals in the summer reading room by entering them in the register. Users may use library documents from the interior in the Literary Park only after a librarian registered the documents in the library system.
13.4 Parents are responsible for the safety of their children in the Literary Park and summer reading room, with the exception of organized events.
Article XIV – Principles of PC Using in the Scientific Literature Department
14.1 PC can be used only for educational purposes (searching in the catalogue, writing essays and other scientific works).
14.2 If the user detects damage on a PC or in its contents, they are to immediately report it to a librarian present in the study room.
14.3 While doing their work, the user takes over responsibility for possibly damaging the PC.
14.4 The user must let another user use the PC after 1 hour if the other user wishes so.
14.5 PC using is free.
14.6 It is prohibited to use the PC for free-time activities or browse pages with pornographic, racist, or violence propagating content and download documents in conflict with the copyright law.
14.7 Technology intended for groups of users with medical impairments may only be used with a librarian agreement. The user takes over responsibility for its use and pledges to handle it responsibly.
Article XV – Rules for Board Games and Special Documents Using
15.1 Board games and selected special documents are to be loaned on-site, appointed documents off-site. They can only be loaned and returned in the Children’s Literature Department.
15.2 On-site loans are carried out under these conditions:
- the user must be registered in the Regional Library in Žilina – they must have a valid library card or a single-day library card, in which case they may only make on-site loans,
- before making a loan, the user is obligated to check if the document is damaged and notify a librarian if it is,
- the document will be registered to the user as an on-site loan,
- when returning the document, the user and the librarian check the condition of the document; only after that will the document be written off from their account.
15.3 Off-site loans are carried out under these conditions:
- the user must have a valid library card,
- they can be loaned 1 document for 2 weeks without any extensions,
- if a document is highly requested by other users, users from one family may request its loan only once in 3 months,
- before the loan of a document, the user is obligated to check if the document is damaged and notify a librarian if it is,
- the document will be registered to the user as an off-site loan,
- the user commits to return the document without damage and on time to the Children’s Literature Department; if they do not return it on time, penalty fees will be generated in accordance with the valid price list,
- when returning the document, the user and a librarian check the condition of the document; only then will the document be written off from their account.
15.4 If any damage is done to the document, or the document or its parts are lost, the user is obligated to buy a new document or pay a fine.
Article XVI – Delivery Service
16.1 Delivery service is a special library service. It is realized in two ways:
- for all adult users who are unable to use library services during its opening hours due to work or personal reasons (also for users in quarantine),
- for disadvantaged users, such as pensioners or people with a medical impairment.
16.2 This service is carried out only for registered library users in Žilina with documents available in the current library collection.
16.3 The user submits a filled-out order ticket in the library or sends it to kniznica@krajskakniznicazilina.sk. The user fills out their first and last name, the address where they want the books delivered to, phone number, and book information – author, title, and year of publication if they deem it important. The user is responsible for correctly filled out information.
16.4 The library reserves the right to set the loan period based on the availability of the documents, the level of the order’s complexity, staffing service, etc. The user will be informed about the delivery date.
16.5 Delivery service is a special service, and it is charged for in accordance with the valid price list.
16.6 Every library employee trip is charged for. The user will be informed about their request being only partially executed in case the library is unable to ensure a complete book delivery via a phone call. The documents will be delivered only with the user’s permission. The user will be issued a receipt for the delivery service.
16.7 The user pays the delivery service fees when accepting the documents or, in justified cases, at their next library visit. In special cases, advance payment to the library’s bank account is required. The library has the right to withdraw from this service in specific cases, e.g., user’s health condition, epidemiological situation, etc.
16.8 In case the user confirms the order of this service but does not pick up the documents, they are required to pay for incurred costs.
Article XVII. – Final Provisions
17.1 The library reserves the right to make changes or additions to the Library and Loan Guidelines and the Price List. The current version is binding for all library users.
17.2 Library and Loan Guidelines exceptions are granted by the director of the Regional Library in Žilina. In the event of a threat to the collective health, an unfortunate event, etc., the director reserves the right to immediately initiate measures to eliminate the current situation and its consequences.
17.3 Library and Loan Guidelines and their attachments valid from 01. 07. 2021 are hereby annulled.
17.4 These Library and Loan Guidelines take effect on 12. 04. 2023.
